PRESS RELEASEUSA Youth and High School Rugby (USAY&HSR), the National Governing Body of youth and high school rugby in the U.S. as designated by USA Rugby, is starting the application process for seating volunteer national committee positions.

This is a great undertaking and each application announcement will be accessible via usayhsrugby.org and social media feeds. The following committees will be seated:

  • Discipline & Dispute
  • Equity, Inclusion, & Access
  • Budget & Planning
  • Training & Education
  • Finance
  • Nominations & Leadership

The requirements of each application will be included in the individual Committee Announcements but will include:

  • CV/Resume (with both personal and professional information)
  • Copies of any relevant certifications
  • 3 References
  • Cover Letter
  • Follow-up email will include a Self-Assessment form provided by USAY&HSR

Committee Seating Process Timeline

CONFIDENTIALITY NOTICEAll applicant information will be used solely for the purposes of seating USA Youth and High School Rugby committee and leadership positions. Applicant information will only be distributed to persons requiring direct knowledge for leadership assessment and approval purposes. Personal identifying demographic information will be used to contribute to the representation of our rugby community on the Committees. All individuals applying for Committee positions will be considered on an equal basis regardless of race, color, creed, national origin, religion, gender, sexual orientation, or disability.

COMMITTEE POSITIONS

Discipline & Dispute Committee, Chair & Member Positions

Youth and High School Rugby (USAY&HSR) is the Affiliate Sanctioned Organization for the Youth and High School Community pursuant to Article 3, Section 3.1.(c)(iv) of the USAR Bylaws. USAY&HSR holds full sanction activities as to the governing of youth and high school level rugby activities. COMMITTEE DESCRIPTIONThe Discipline & Dispute Committee will be responsible for guiding SGBs in their state-based discipline procedures as well as addressing issues that go beyond the state process. Upon request from the Board, the Committee will formulate discipline procedures for numerous issues facing youth and high school athletes. The Committee will also manage adjudication of discipline and dispute issues. Members of the Committee should have a previous and/or current role in the Youth & High School community in order to appropriately represent the needs of the community and the standards of its associated members. The Committee Chair will communicate with other Chairpersons from Senior Club and College Committees. A broad range of applicants are desired, including but not limited to experienced discipline members, teachers/academics, referees, attorneys/judges, mental health professionals, etc. QUALIFICATIONS FOR MEMBERSHIP

  • Knowledge of World Rugby and USA Rugby Disciplinary guidelines and appeal processes.
  • Knowledge of SafeSport and the type of cases that do or do not get accepted for investigation.
  • Ability to act in a neutral and unbiased disciplinary committee or appeals hearing.
  • Ability to work in conjunction with a team to collaborate on different ideas and solutions with an open mind, and the availability to be called upon on short notice for any adjudication needed.
  • Mindset that the Committee represents youth and high school rugby to the fullest potential, and setting and maintaining standards of behavior​.
  • Ability to develop and continue annual maintenance of the Disciplinary Process for USAY&HSR in a timely and public manner.
  • Empowering the autonomous conduct and management of disciplinary standards by SGB match organizers.

Equity, Inclusion, & Access (EIA) Committee, Chair and Member Positions

Youth and High School Rugby (USAY&HSR) is the Affiliate Sanctioned Organization for the Youth and High School Community pursuant to Article 3, Section 3.1.(c)(iv) of the USAR Bylaws. USAY&HSR holds full sanction activities as to the governing of youth and high school level rugby activities. COMMITTEE DESCRIPTIONThe Equity, Inclusion, & Access Committee is created to ensure diversity, inclusion, access, and equity in the membership of the Council, its Committees, and member organizations; to contribute to the equitable application of Council programs and standards; to coordinate efforts with the other standing committees to assist in ensuring that equity, inclusion, and access inform their work. Members of the Committee should have a previous and/or current role in the Youth & High School community in order to appropriately represent the needs of the community and the standards of its associated members. The Committee Chair and members will work with other Chairpersons and members from Senior Club and College Committees on Nationwide EIA or DEI efforts. QUALIFICATIONS FOR MEMBERSHIP:

  • The Committee shall require that all members have a significant understanding of the areas within the Committee’s purpose.
  • It is the goal of the Committee that its membership be composed of individuals that are ready to actively engage in forward-thinking conversations about Equity, Inclusion, and Access and be intentional regarding all areas of diversity and inclusion.
  • Ensuring equity, inclusion, access, and diversity is a strategic priority of USAY&HSR, its committees, and member unions.
  • Ability to process data to identify and encourage growth in EIA and DEI in areas of rugby where it is lacking.
  • Ability to review and support active inclusivity, diversity, and gender and racial equity throughout the membership.
  • Contributing to the equitable application of USAY&HSR programs and standards.
  • Coordinating efforts with the other standing Committees, Working Groups, and membership to assist in ensuring that equity, inclusion, and access inform their work. At the EIAC’s option, members may sit as observing members of any other USAY&HSR Committee, Working Group, or member meeting.
